เรื่อง มาตรการป้องกันการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 หรือโรคโควิด 19
(Coronavirus Disease 2019 : COVID-19) สำหรับบุคลากร ลูกจ้าง และผู้รับจ้าง
ตามที่มหาวิทยาลัยได้ออกประกาศ เรื่องมาตรการและการเฝ้าระวังการระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 (COVID-19) ฉบับที่ 1 ถึงฉบับที่ 4 แต่เนื่องจากสถานการณ์การแพร่ระบาดของโรคติดเชื้อไวรัส โคโรนา 2019 (COVID-19) กำลังทวีความรุนแรงมากยิ่งขึ้น มีการแพร่ระบาดอย่างรวดเร็วไปยังหลายประเทศ ในภูมิภาคต่าง ๆ ของโลก และจำนวนผู้ติดเชื้อมีแนวโน้มเพิ่มมากขึ้น มหาวิทยาลัยจึงจำเป็นต้องเพิ่มมาตรการป้องกันการแพร่ระบาดของโรคดังกล่าว เพื่อมิให้ส่งผลกระทบต่อสุขภาพของนักศึกษา บุคลากร ลูกจ้าง และผู้รับจ้าง ตลอดจนการดำเนินการของมหาวิทยาลัย
อาศัยอำนาจตามความในมาตรา 43 (1) (11) (13) แห่งพระราชบัญญัติสถาบันอุดมศึกษาเอกชน พ.ศ.2546 ประกาศกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม เรื่อง มาตรการและการเฝ้าระวังการระบาดของโรคไวรัสโคโรนาสายพันธุ์ใหม่ 2019 (COVID-19) (ฉบับที่ 2) ลงวันที่ 25 กุมภาพันธ์ 2563 และข้อบังคับมหาวิทยาลัยกรุงเทพว่าด้วยการบริหารงานบุคคล พ.ศ. 2550 จึงเห็นสมควรให้ดำเนินการดังนี้
ข้อ 1 ให้ยกเลิกประกาศ เรื่อง มาตรการและการเฝ้าระวังการระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 (COVID-19) ฉบับที่ 1 ถึงฉบับที่ 4 ยกเว้นประกาศ เรื่อง มาตรการและการเฝ้าระวังการระบาดของโรค ติดเชื้อไวรัสโคโรนา 2019 (COVID-19) ฉบับที่ 4 เฉพาะข้อ 2 และข้อ 4
ข้อ 2 ประกาศนี้ให้ใช้บังคับ นับแต่วันประกาศเป็นต้นไป
ข้อ 3 บรรดาประกาศ คำสั่ง หลักเกณฑ์หรือวิธีปฏิบัติของหน่วยงานของมหาวิทยาลัย และมหาวิทยาลัยที่ขัดหรือแย้งกับประกาศนี้ให้ใช้ประกาศนี้แทน ทั้งนี้ ไม่กระทบกระเทือนถึงการที่ได้กระทำไปก่อนประกาศฉบับนี้มีผลใช้บังคับ
ข้อ 4 ห้ามบุคลากร ลูกจ้าง และผู้รับจ้างเดินทางไปยังหรือแวะผ่าน (Transit) ประเทศหรือเขตการปกครองอื่นที่เสี่ยงต่อการติดโรคโควิด 19 ตามประกาศมหาวิทยาลัย
ข้อ 5 มหาวิทยาลัยไม่อนุมัติการลากิจไปต่างประเทศหรือลาไปต่างประเทศในทุกกรณี นับแต่วันที่ประกาศ จนกว่าสถานการณ์การแพร่ระบาดของโรคโควิด 19 สามารถควบคุมการแพร่ระบาดของโรคได้
ข้อ 6 บุคลากร ลูกจ้าง และผู้รับจ้างที่เดินทางไปประเทศหรือเขตการปกครองอื่นที่เสี่ยงต่อการติดโรคโควิด 19 และกลับมายังประเทศไทยตั้งแต่วันที่ 25 กุมภาพันธ์ 2563 จะต้องแจ้งทางโทรศัพท์หรืออีเมลให้ผู้บังคับบัญชา หรือผู้ว่าจ้าง แล้วแต่กรณี และฝ่ายทรัพยากรมนุษย์ทราบในทันทีที่สามารถกระทำได้ นับแต่วันที่เดินทางกลับมาถึงประเทศไทย และจะต้องหยุดงานเพื่อเฝ้าสังเกตอาการเป็นเวลา 14 วัน นับจากวันที่กลับมาถึงประเทศไทย (โดยหากเป็นภารกิจของมหาวิทยาลัยไม่นับเป็นวันลา แต่หากเป็นภารกิจส่วนตัวให้นับเป็นวันลาป่วย)
ในกรณีบุคลากร ลูกจ้าง และผู้รับจ้างที่เดินทางไปประเทศหรือเขตการปกครองอื่นที่เสี่ยงต่อการติดโรคโควิด 19 และกลับมายังประเทศไทยตั้งแต่วันที่ 25 กุมภาพันธ์ 2563 จนถึงวันก่อนประกาศฉบับนี้มีผลบังคับ หากผู้บังคับบัญชาหรือผู้ว่าจ้างได้มอบหมายให้ปฏิบัติภารกิจโดยไม่นับเป็นวันลา ให้ปฏิบัติตามคำสั่งดังกล่าว เว้นแต่จะมีการเปลี่ยนแปลงเป็นอย่างอื่น
หลังจากพ้นระยะเวลาเฝ้าสังเกตอาการเป็นเวลา 14 วันดังกล่าวแล้ว ไม่พบอาการป่วยใด ๆ ให้บุคลากร ลูกจ้าง และผู้รับจ้างกลับมาปฏิบัติงานตามปกติและใส่หน้ากากอนามัยตลอดเวลาอีก 14 วัน
หากบุคลากร ลูกจ้าง และผู้รับจ้างมีอาการไข้ ไอ เจ็บคอ หอบเหนื่อย หรือมีอาการของโรคปอดอักเสบ หรือสงสัยว่าตนเองจะป่วยด้วยโรคโควิด 19 ให้พบแพทย์เพื่อตรวจรักษาในทันทีและให้ปฏิบัติตามคำแนะนำทางการแพทย์ และรายงานผลการตรวจดังกล่าวต่อผู้บังคับบัญชา หรือผู้ว่าจ้าง แล้วแต่กรณี และฝ่ายทรัพยากรมนุษย์ ในกรณีที่แพทย์วินิจฉัยว่าติดโรคโควิด 19 ต้องแจ้งให้ผู้บังคับบัญชา หรือผู้ว่าจ้าง แล้วแต่กรณี และฝ่ายทรัพยากรมนุษย์ทราบในทันทีและรักษาตัวจนกว่าจะหายจากโรคโควิค 19 จึงจะสามารถกลับมาทำงานได้ตามปกติ
ข้อ 7 กรณีบุคลากร ลูกจ้าง และผู้รับจ้าง ประสงค์เดินทางไปต่างประเทศในวันหยุดในประเทศ
ที่นอกเหนือจากประเทศที่เสี่ยงต่อการติดโรคโควิด 19 ตามประกาศมหาวิทยาลัย จะต้องแจ้งทางโทรศัพท์หรืออีเมลให้ผู้บังคับบัญชา หรือผู้ว่าจ้าง แล้วแต่กรณี และฝ่ายทรัพยากรมนุษย์ทราบในทันทีที่สามารถกระทำได้นับแต่วันที่เดินทางกลับมาถึงประเทศไทย และจะต้องหยุดงานเพื่อเฝ้าสังเกตอาการเป็นเวลา 14 วันนับจากวันที่กลับมาถึงประเทศไทยโดยให้นับเป็นวันลาป่วย
หลังจากพ้นระยะเวลาเฝ้าสังเกตอาการเป็นเวลา 14 วันดังกล่าวแล้ว ไม่พบอาการป่วยใด ๆ ให้บุคลากร ลูกจ้าง และผู้รับจ้าง กลับมาปฏิบัติงานตามปกติและใส่หน้ากากอนามัยตลอดเวลาอีก 14 วัน
หากบุคลากร ลูกจ้าง และผู้รับจ้าง มีอาการไข้ ไอ เจ็บคอ หอบเหนื่อย หรือมีอาการของโรคปอดอักเสบ หรือสงสัยว่าตนเองจะป่วยด้วยโรคโควิด 19 ให้พบแพทย์เพื่อตรวจรักษาในทันทีและให้ปฏิบัติตามคำแนะนำทางการแพทย์ และรายงานผลการตรวจดังกล่าวต่อผู้บังคับบัญชา หรือผู้ว่าจ้าง แล้วแต่กรณี และฝ่ายทรัพยากรมนุษย์ ในกรณีที่แพทย์วินิจฉัยว่าติดโรคโควิด 19 ต้องแจ้งให้ผู้บังคับบัญชา หรือผู้ว่าจ้าง แล้วแต่กรณี และฝ่ายทรัพยากรมนุษย์ทราบในทันทีและรักษาตัวจนกว่าจะหายจากโรคโควิด 19 จึงจะสามารถกลับมาทำงานได้ตามปกติ
ข้อ 8 สำหรับบุคลากร ลูกจ้าง และผู้รับจ้างที่มีบุคคลในครัวเรือนเดียวกันหรือมีปฏิสัมพันธ์ใกล้ชิดกันเดินทางกลับจากประเทศหรือเขตการปกครองอื่นที่เสี่ยงต่อการติดโรคโควิด 19 ตั้งแต่วันที่ 25 กุมภาพันธ์ 2563 จะต้องแจ้งทางโทรศัพท์หรืออีเมลให้ผู้บังคับบัญชา หรือผู้ว่าจ้าง แล้วแต่กรณี และฝ่ายทรัพยากรมนุษย์ทราบในทันทีที่สามารถกระทำได้ และให้บุคลากร ลูกจ้าง และผู้รับจ้างต้องหยุดงานเป็นเวลา 14 วัน นับจากวันที่บุคคลดังกล่าวเดินทางกลับมาถึงประเทศไทย โดยนับเป็นวันลาป่วย ในกรณีบุคลากร ลูกจ้าง และผู้รับจ้างที่มีบุคคลในครัวเรือนเดียวกันหรือมีปฏิสัมพันธ์ใกล้ชิดกันเดินทางกลับจากประเทศหรือเขตการปกครองอื่นที่เสี่ยงต่อการติดโรคโควิด 19 ตั้งแต่วันที่ 25 กุมภาพันธ์ 2563 จนถึงวันก่อนประกาศฉบับนี้มีผลบังคับ ให้บุคลากร ลูกจ้าง และผู้รับจ้าง หยุดงานเป็นเวลา 14 วัน นับจากประกาศนี้บังคับใช้ โดยนับเป็นวันลาป่วย
หลังจากพ้นระยะเวลาเฝ้าสังเกตอาการเป็นเวลา 14 วันดังกล่าวแล้ว ไม่พบอาการป่วยใด ๆ ให้บุคลากร ลูกจ้าง และผู้รับจ้างกลับมาปฏิบัติงานตามปกติและใส่หน้ากากอนามัยตลอดเวลาอีก 14 วัน
ข้อ 9 สำหรับบุคลากร ลูกจ้าง และผู้รับจ้างที่มีอาการไข้ ไอ เจ็บคอ หอบเหนื่อย หรือมีอาการของโรคปอดอักเสบ ให้ไปพบแพทย์ในทันที และรายงานผลการตรวจดังกล่าวต่อผู้บังคับบัญชา หรือผู้ว่าจ้าง แล้วแต่กรณี และฝ่ายทรัพยากรมนุษย์ ในกรณีที่แพทย์วินิจฉัยว่า บุคลากร ลูกจ้าง และผู้รับจ้างติดโรคโควิด 19 ต้องแจ้งให้ผู้บังคับบัญชา หรือผู้ว่าจ้าง แล้วแต่กรณี และฝ่ายทรัพยากรมนุษย์ทราบในทันที และรักษาตัวจนกว่าจะหายจากโรคโควิด 19 จึงจะสามารถกลับมาทำงานได้ตามปกติ
ข้อ 10 กรณีบุคลากร ลูกจ้าง ไม่ปฏิบัติตามข้อ 4 ข้อ 5 ข้อ 6 ข้อ 7 ข้อ 8 และข้อ 9 หรือเดินทางไปต่างประเทศโดยมิได้แจ้งว่าไปต่างประเทศ ถือเป็นการปกปิดข้อเท็จจริง รายงานเท็จ และผิดระเบียบ จะต้องถูกดำเนินการทางวินัย
สำหรับผู้รับจ้างที่ไม่ปฏิบัติตามข้อ 4 ข้อ 5 ข้อ 6 ข้อ 7 ข้อ 8 และข้อ 9 หรือเดินทางไปต่างประเทศโดยมิได้แจ้งว่าไปต่างประเทศ ถือเป็นการปกปิดข้อเท็จจริง ซึ่งส่งผลความเสียหายต่อมหาวิทยาลัย
ข้อ 11 สิทธิ์ค่ารักษาพยาบาลและการหยุดพักเพื่อรักษาการเจ็บป่วยให้เป็นตามระเบียบของมหาวิทยาลัย
ข้อ 12 ห้ามบุคลากร และลูกจ้าง เผยแพร่ข้อมูลปลอม หรือข้อมูลอันเป็นเท็จเกี่ยวกับการแพร่ระบาดของโรคโควิด 19 ทั้งที่รู้หรือควรจะรู้ โดยประการที่น่าจะก่อให้เกิดความเสียหายแก่มหาวิทยาลัยหรือผู้อื่น หากฝ่าฝืนหรือไม่ปฏิบัติตามจะถูกดำเนินการทางวินัย
สำหรับผู้รับจ้าง เผยแพร่ข้อมูลปลอม หรือข้อมูลอันเป็นเท็จเกี่ยวกับการแพร่ระบาดของโรคโควิด 19 ทั้งที่รู้หรือควรจะรู้ โดยประการที่น่าจะก่อให้เกิดความเสียหายแก่มหาวิทยาลัยหรือผู้อื่น ให้ถือว่า มหาวิทยาลัยได้รับความเสียหาย
ข้อ 13 ให้อาจารย์ผู้สอนดำเนินการเกี่ยวกับการเรียนการสอนและการประเมินผลการเรียนกับนักศึกษาที่ต้องหยุดเรียนเพื่อเฝ้าสังเกตอาการเป็นเวลา 14 วัน หรือที่ต้องหยุดเรียนเพราะติดโรคโควิด 19 ตามแนวทางที่ผู้บังคับบัญชาระดับสายงานกำหนด
ข้อ 14 ให้ทุกหน่วยงานงดหรือเลื่อนการเชิญบุคคลจากต่างประเทศมาปฏิบัติการเรียนการสอน
การประชุมหรือการสัมมนา ตลอดจนกิจกรรมใด ๆ ก็ตามที่เกี่ยวข้องกับมหาวิทยาลัย ไปจนกว่าจะมีการเปลี่ยนแปลงประกาศ ในกรณีที่มีค่าใช้จ่ายใด ๆ อันเนื่องจากการงดหรือเลื่อนการจัดกิจกรรมดังกล่าวที่ได้รับการอนุมัติก่อนวันที่มีการประกาศฉบับนี้ ขอให้แจ้งผู้บังคับบัญชาระดับสายงานเพื่อพิจารณา
ข้อ 15 ให้ผู้บังคับบัญชาระดับสายงานพิจารณางดหรือเลื่อนการจัดหรือเข้าร่วมกิจกรรมที่เกี่ยวข้องกับมหาวิทยาลัย ที่มีการรวมกลุ่มกันและทำให้เกิดความเสี่ยงในการติดโรคโควิด 19
ข้อ 16 ให้อธิการบดีมีอำนาจออกหลักเกณฑ์ คำสั่ง กฎ ระเบียบ แนวปฏิบัติที่เกี่ยวข้องตลอดจนให้มีอำนาจตีความ วินิจฉัยปัญหา หรือข้อขัดข้องในการปฏิบัติตามประกาศนี้ รวมถึงการยกเว้นการปฏิบัติตามประกาศนี้เป็นการชั่วคราว คำวินิจฉัยของอธิการบดีถือเป็นที่สิ้นสุด
จึงประกาศมาเพื่อทราบโดยทั่วกัน

Protective Measures against the Spread of the Coronavirus Disease 2019 (COVID-19) for BU Personnel, Employees and Sub-contractors
With reference to previous Announcements No. 1, 2, 3 and 4 and in light of the ongoing spread of the Coronavirus Disease 2019 or COVID-19 which has been escalating and the number of infected people have been increasing in many countries, territories and special administrative regions, the University hereby wishes to issue additional protective measures against the spread of such infection to ensure the health of all students, personnel, employees and sub-contractors and to facilitate the management of the University.
The University hereby invokes the authority under Article 43 (1) (11) (13) of the Private Institution of Higher Education Act B.E. 2546, with reference to the Announcement by the Ministry of Higher Education, Science, Research and Innovation on the Precautionary Measures on the Spread of the Coronavirus Disease 2019 (COVID-19), (No. 2), issued on February 25, 2020 and the Rules and Regulations on Personnel Management of Bangkok University B.E. 2550 and declares the following.
1. The University hereby revokes Bangkok University’s Announcements No. 1-4, except for Item 2 and 4 of the Announcement No. 4 on Precautionary Measures Regarding the Spread of the Coronavirus Disease 2019 or COVID-19.
2. This announcement is effective as of the date of issuance.
3. This announcement shall supersede any previous announcements, rules and regulations, and practices with inconsistent or conflicting information. However, any actions taken before this announcement is issued shall not be affected.
4. All personnel, employees and sub-contractors are not permitted to travel to or transit at the countries, territories or special administrative regions listed as at high risk of the COVID-19 infection, with reference to the Announcement of the University.
5. Until the situation of the spread of COVID-19 infection is under control, the University cannot grant any approval for any university-related business or personal leave of absence for travelling abroad.
6. Any personnel, employees or sub-contractors who travelled to or transited at any of the countries, territories or special administrative regions listed as at high risk of the spread of COVID-19 infection and returned to Thailand as from February 25, 2020 must notify a related supervisor/contractor and the Human Resource Office accordingly by email or by phone at the earliest time possible. In addition, upon their return to Thailand, the personnel, employees or sub-contractors are required to self-isolate for 14 days. If travelled for a university-related business, the 14-day self- isolation period is not considered as a Leave of Absence from Work. If travelled for a personal business, the 14-day self-isolation period is considered as a Sick Leave of Absence.
In the event that any personnel, employees or sub-contractors travelled to or transited at any of the countries, territories, or special administrative regions at high risk of the spread of COVID-19 infection and returned to Thailand as from February 25, 2020 or prior to the issuance date of this announcement, on the university-related business with the approval from the supervisor or contractor, such leave for the 14-day self-isolation is not considered as a Leave of Absence from Work, except for further consideration.
After the 14- day period of self-isolation ends, without any suspected symptoms, the personnel, employees or sub-contractors shall return to work and resume their duties but they are required to wear a face mask for the next 14 days.
If the personnel, employees or sub-contractors have high fever, sore throat, difficulty breathing or shortness of breath or any symptoms of respiratory disease or suspected of COVID-19 infection, they must seek medical advice and treatment immediately and notify their related supervisor or contractor and the Human Resource Office accordingly. If confirmed by medical experts to have been infected with COVID-19, the personnel, employees or sub-contractors must notify their supervisor or contractor and the Human Resource Office immediately. After receiving a full treatment for COVID-19 and recovering fully, they shall return to work and resume their duties.
7. If the personnel, employees or sub-contractors wishing to travel, during the holidays, to any countries not listed as at high risk from the spread of COVID-19 infection, they are required to notify, by email or by phone, their supervisor or contractor and Human Resource Office accordingly, upon their return to Thailand or at the earliest date possible. Subsequently, they are required to undergo a 14-day self-isolation which is considered as a Sick Leave of Absence before being allowed to return to work and resume their duties.
After the 14- day period of self-isolation ends, without any suspected symptoms, the personnel, employees or sub-contractors shall return to work and resume their duties but they are required to wear a face mask for the next 14 days.
If the personnel, employees or sub-contractors have high fever, sore throat, difficulty breathing or shortness of breath or any symptoms of respiratory disease or suspected of COVID-19 infection, they must seek medical advice and treatment immediately and notify their related supervisor or contractor and the Human Resource Office accordingly. If confirmed by medical experts to have been infected with COVID-19, the personnel, employees or sub-contractors must notify their supervisor or contractor and the Human Resource Office immediately. After proving to be fully recovered from the COVID-19, they shall return to work and resume their duties.
8. The personnel, employees or subcontractors with family members or close contacts who returned to Thailand as from February 25, 2020 from any of the countries, territories or special administrative regions listed as at high risk of the spread of COVID-19 infection must notify their supervisor or contractor and the Human Resource Office immediately or at the earliest time possible. In addition, they are required to undergo a 14-day self-isolation from the date their family members or close contacts returned to Thailand. Such leave is considered as a Sick Leave of Absence.
The personnel, employees or subcontractors with family members or close contacts who returned to Thailand, as from February 25, 2020 to the date prior to the issuance date of this announcement, from any of the countries, territories or special administrative regions listed as at high risk of the spread of COVID-19 infection must undergo a 14-day self-isolation from the issuance date of this announcement and such leave is considered as a Sick Leave of Absence.
After the 14- day period of self-isolation ends, without any suspected symptoms, the personnel, employees or sub-contractors shall return to work and resume their duties but they are required to wear a face mask for the next 14 days.
9. If the personnel, employees or sub-contractors have high fever, sore throat, difficulty breathing or shortness of breath or any symptoms of respiratory disease or suspected of COVID-19 infection, they must seek medical advice and treatment immediately and notify their related supervisor or contractor and the Human Resource Office accordingly. If confirmed by medical experts to have been infected with COVID-19, the personnel, employees or sub-contractors must notify their supervisor or contractor and the Human Resource Office immediately. After receiving a full treatment for COVID-19 and recovering fully, they shall return to work and resume their duties.
10. For any personnel, employees found unable to cooperate as detailed in Item 4, Item 5, Item 7, Item 8 and Item 9 or travel abroad without notifying the University, such act is considered as noncompliance with the University rules and regulation and a serious breach of personnel conduct and carries disciplinary consequences.
For any sub-contractors found unable to cooperate as detailed in Item 4, Item 5, Item 6, Item 7, Item 8 and Item 9 or travel abroad without notifying the University, such act, considered as a concealment of truth, affects the management of the University.
11. The rights and eligibility for medical treatment and leave of absence shall be in accordance with the rules and regulations of the University.
12. The University personnel or employees shall not engage in any dissemination of false information or rumors associated with the spread and infection of COVID-19, knowingly or unknowingly. If found of such action and misconduct, the personnel and employees may receive disciplinary actions and consequences.
All sub-contractors shall not engage in any dissemination of false information or rumors associated with the spread and infection of COVID-19, knowingly or unknowingly. Such action is considered as damaging to the reputation of the University and other individuals.
13. Instructors shall provide assistance in teaching and learning, including appropriate evaluation and assessment to students who need to undergo a 14-day self-isolation period or require a medical treatment for COVID-19 infection, in accordance with the guidelines and recommendations by the executives/administrators of related department/school/office.
14. All units of the University are requested to defer or cancel invitations to overseas delegates to partake in meetings, conferences, seminars or any university-related activities until further notice. Any expenses incurred from such cancellation shall be reported to related administrators/executives for consideration.
15. All administrators/executives shall defer or cancel any university-related activities which involve large-crowd gatherings, in order to prevent and limit the risks of the spread of COVID-19 infection.
16. The President of the University is duly authorized to issue rules and regulations, practices and recommendation, resolution, interpretation and temporary exemption pertaining to this announcement. Decisions made by the President shall be deemed final.

参考先前发布的第1-4号公告,并鉴于在许多国家、地区和特别行政区感染新型冠状病毒(COVID-19)的人数正在持续增加这一情况,曼谷大学谨在此采取进一步的保护措施来防止新型冠状病毒的传播,以期确保所有在校学生、教职工和分包商的健康安全以及方便学校的管理。
曼谷大学在此援引颁布于2003年的《私立高等教育机构法案》第43条下的第(1)、(10)、(11)、(13)条例,同时参考高等教育、科学、研究和创新部在2020年2月25日发布的关于2019新型冠状病毒(COVID-19)预防措施的公告(第2版)以及曼谷大学在2007年发布的人事管理条例,做出以下声明:
1.曼谷大学特在此撤销之前发布的第1—4号文件,但在第4号文件中有关预防新型冠状病毒(COVID-19)传播的第2条和第4条除外。
2.本公告自发布之日起立即生效。
3.本公告将取代之前的任何公告、规则和要求,其或许与之前发布的公告相矛盾或信息不一致,但是在本公告发布之前所采取的任何措施均不受影响。
4.参照曼谷大学给出的公告,所有在校教职工、校内外包人员均不得在被列为高风险传播、感染新型冠状病毒(COVID-19)的国家、地区和特别行政区旅游或中转。
5.除非新型冠状病毒(COVID-19)感染蔓延的情况已经得到有效遏制,否则曼谷大学将不会批准任何与大学有关的业务出行或个人私自旅游出行。
6.任何在被列为高风险传播、感染新型冠状病毒(COVID-19)的国家、地区和特别行政区旅行或过境的在校教职工和校内外包人员,在2020年2月25日起入境泰国的,必须尽快通过电子邮件或电话通知相关主管、领导和人力资源办公室。除此以外,在校教职工或校内外包人员在返回泰国之后,必须自我隔离14天。如果其出行是因公出差,则14天的自我隔离期不被视为请假;如果是因为私人原因出行,则14天的自我隔离将被视为病假。
任何经主管同意因公出差,须前往或须在被列为高风险传播、感染新型冠状病毒(COVID-19)的国家、地区和特别行政区过境的在校教职工和校内外包人员,在2020年2月25日或在本公告发布之日起入境泰国的,除非进一步考虑,否则其为期14天的自我隔离将不被视为请假。
14天的自我隔离结束之后,若无任何新型冠状病毒(COVID-19)的可疑症状,该教职工或分包商需尽快恢复工作,但在接下来的14天必须戴口罩。
如果任何在校教职工或校内外包人员出现发烧、嗓子疼、呼吸困难急促等症状,或疑似感染新型冠状病毒(COVID-19),请务必立即就医进行治疗,同时需要通知相关主管、领导或人力资源办公室。如果医生确认该教职人员感染了新型冠状病毒(COVID-19),则必须立即告知其主管、领导或人力资源办公室。在对新型冠状病毒(COVID-19)进行全面治疗并完全康复之后,该教职工应返回曼谷大学并恢复工作。
7.如果在校教职工、校内外包人员有计划假期前往非高风险传播、感染新型冠状病毒(COVID-19)的国家,其在返回泰国时必须尽快通过电子邮件或者电话告知主管、领导和人力资源办公室。与此同时,这类人员必须自我隔离14天,隔离期间学校将视为其请病假,隔离结束之后才能继续回学校上班。
14天的自我隔离结束之后,若无任何新型冠状病毒(COVID-19)的可疑症状,该教职工或校内外包人员需尽快恢复工作,但在接下来的14天必须戴口罩。
如果任何在校教职工或校内外包人员出现发烧、嗓子疼、呼吸困难急促等症状,或疑似感染新型冠状病毒(COVID-19),请务必立即就医进行治疗,同时需要通知相关主管、领导或人力资源办公室。 如果医生确认该教职人员感染了新型冠状病毒(COVID-19),则必须立即告知其主管、领导或人力资源办公室。在对新型冠状病毒(COVID-19)进行全面治疗并完全康复之后,该教职工应返回曼谷大学并恢复工作。
8.从2020年2月25日起,在校教职工和校内外包人员有家人或亲密接触者从高风险传播、感染新型冠状病毒(COVID-19)的国家、地区和特别行政区返回泰国的,必须尽早告知其主管领导和人力资源办公室。此外,这类人员还必须自家人或亲密接触者返回泰国之日起进行14天的自我隔离,隔离期间被视为其请病假。
从2020年2月25日起到本公告发布之日之前,在校教职工和校内外包人员有家人或密切接触者从任何高风险传播、感染新型冠状病毒(COVID-19)的国家、地区和特别行政区返回泰国的,这类人员必须进行14天的自我隔离,隔离期间被视为其请病假。
14天的自我隔离结束之后,若无任何新型冠状病毒(COVID-19)的可疑症状,该教职工或校内外包人员须尽快恢复工作,但在接下来的14天必须戴口罩。

10.如有任何在校教职人员不按照本公告第4条、第5条、第7条、第8条和第9条进行操作的,或者在没有告知曼谷大学的情况下私自出国旅行的,都将视为违反了大学的规章制度,其必须接受严肃的纪律处分。
对于不按照本公告第4条、第5条、第7条、第8条和第9条进行操作的,或者在没有告知曼谷大学的情况下私自出国旅行的校内外包人员,其行为被视为故意隐瞒事实真相,将严重影响曼谷的大学的校园管理。
11.就医以及请假的权力和资格应该符合曼谷大学现有的规章制度。
12.在校教职人员不得有心或无意地传播与新型冠状病毒(COVID-19)有关的虚假消息或谣言。如果发现有此类不当行为,该人员将受到严肃的纪律处分。
所有的校内外包人员不得有心或无意地传播与新型冠状病毒(COVID-19)有关的虚假消息或谣言。此类行为将损害大学或其他个人的声誉。
13.所有在校的教职人员应该根据相关部门、办公室主管、行政人员的指导和建议,为进行14天自我隔离或需要治疗新型冠状病毒(COVID-19)的学生提供教学方面的帮助。
14.请曼谷大学的所有部门在得到进一步通知之前,推迟或取消邀请国外人员参加交流会、研讨会或者与大学相关的任何活动。其因取消活动而产生的费用请告知相关的管理人员和工作人员,以待进一步商榷。、
15.为了防止和遏制新型冠状病毒(COVID-19)的传播,曼谷大学的所有管理人员、行政人员、工作人员应推迟或取消大学中任何大规模的聚集活动。
16. 曼谷大学校长有权发布与本公告有关的规章、惯例和建议,并对本公告有解释和临时免除的权力,同时校长做出的决定为最终的决议。
