เรื่อง มาตรการป้องกันการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 หรือโรคโควิด 19
(Coronavirus Disease 2019 : COVID-19) สำหรับนักศึกษา
ตามที่มหาวิทยาลัยได้ออกประกาศ เรื่องมาตรการและการเฝ้าระวังการระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 (COVID-19) ฉบับที่ 1 ถึงฉบับที่ 4 แต่เนื่องจากสถานการณ์การแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 (COVID-19) กำลังทวีความรุนแรงมากยิ่งขึ้น มีการแพร่ระบาดอย่างรวดเร็วไปยังหลายประเทศในภูมิภาคต่าง ๆ ของโลก และจำนวนผู้ติดเชื้อมีแนวโน้มเพิ่มมากขึ้น มหาวิทยาลัยจึงจำเป็นต้องเพิ่มมาตรการป้องกันการแพร่ระบาดของเชื้อโรคดังกล่าว เพื่อมิให้ส่งผลกระทบต่อสุขภาพของนักศึกษา บุคลากร ลูกจ้าง และผู้รับจ้าง ตลอดจนการดำเนินการของมหาวิทยาลัย
อาศัยอำนาจตามความในมาตรา 43 (1) (10) (11) (13) แห่งพระราชบัญญัติสถาบันอุดมศึกษาเอกชน พ.ศ.2546 ประกาศกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม เรื่อง มาตรการและการเฝ้าระวังการระบาดของโรคไวรัสโคโรนาสายพันธุ์ใหม่ 2019 (COVID-19) (ฉบับที่ 2) ลงวันที่ 25 กุมภาพันธ์ 2563 และข้อบังคับมหาวิทยาลัยกรุงเทพว่าด้วยมารยาท ความประพฤติและจริยธรรม พ.ศ.2562 จึงเห็นสมควรให้ดำเนินการดังนี้
ข้อ 1 ให้ยกเลิกประกาศ เรื่อง มาตรการและการเฝ้าระวังการระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 (COVID-19) ฉบับที่ 1 ถึงฉบับที่ 4 ยกเว้นประกาศ เรื่อง มาตรการและการเฝ้าระวังการระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 (COVID-19) ฉบับที่ 4 เฉพาะข้อ 2 และ ข้อ 4
ข้อ 2 ประกาศนี้ให้ใช้บังคับ นับแต่วันประกาศเป็นต้นไป
ข้อ 3 บรรดาประกาศ คำสั่ง หลักเกณฑ์ หรือวิธีปฏิบัติของหน่วยงานของมหาวิทยาลัยและมหาวิทยาลัยที่ขัดหรือแย้งกับประกาศนี้ ให้ใช้ประกาศนี้แทน ทั้งนี้ไม่กระทบกระเทือนถึงการที่ได้กระทำไปก่อนประกาศฉบับนี้มีผลใช้บังคับ
ข้อ 4 ให้นักศึกษาหลีกเลี่ยงการเดินทางไปยังต่างประเทศ และให้งดการเดินทาง หรือแวะผ่าน (Transit) ประเทศหรือเขตการปกครองอื่นที่เสี่ยงต่อการติดโรคโควิด 19 ตามประกาศมหาวิทยาลัย
ข้อ 5 สำหรับนักศึกษาที่เดินทาง หรือแวะผ่าน (Transit) ประเทศหรือเขตการปกครองอื่นที่เสี่ยงต่อการติดโรคโควิด 19 ตามประกาศมหาวิทยาลัย และกลับมายังประเทศไทย ตั้งแต่วันที่ 25 กุมภาพันธ์ 2563 ขอให้ปฏิบัติดังนี้
5.1 ให้แจ้งกองกลางสายงานฝ่ายกิจการนักศึกษาฯ ทางโทรศัพท์ 0 2407 3888 ต่อ 2568 หรือ 2152 หรืออีเมล bu1stop@bu.ac.th และแนบหลักฐานการเดินทาง เช่น สำเนาพาสปอร์ต บัตรโดยสารเครื่องบิน ฯลฯ ไปยังอีเมล bu1stop@bu.ac.th
5.2 หลังจากเดินทางกลับถึงประเทศไทย ไม่ว่านักศึกษาจะมีหรือไม่มีอาการป่วยใด ๆ ก็ตาม ให้หยุดเรียนเพื่อเฝ้าสังเกตอาการเป็นเวลา 14 วันนับจากวันที่กลับมาถึงประเทศไทยโดยไม่ถือเป็นการขาดเรียน หากมีอาการไข้ ไอ เจ็บคอ หอบเหนื่อย หรือมีอาการของโรคปอดอักเสบ ให้ไปพบแพทย์ในทันทีและให้ปฏิบัติตามคำแนะนำทางการแพทย์ และรายงานผลการตรวจดังกล่าวต่อกองกลางสายงานฝ่ายกิจการนักศึกษาฯ ในกรณีที่แพทย์วินิจฉัยว่า นักศึกษาติดโรคโควิด 19 นักศึกษามีหน้าที่ต้องแจ้งให้กองกลางสายงานฝ่ายกิจการนักศึกษาฯ ทราบในทันทีและรักษาตัวจนกว่าจะหายจากโรคโควิด 19 จึงจะสามารถกลับมาเรียนได้ตามปกติ
หลังจากพ้นระยะเวลาเฝ้าสังเกตอาการเป็นเวลา 14 วันดังกล่าวแล้ว ให้นักศึกษากลับมาเรียนตามปกติและใส่หน้ากากอนามัยตลอดเวลาอีก 14 วัน
ข้อ 6 สำหรับนักศึกษาที่มีบุคคลในครัวเรือนเดียวกันหรือมีปฏิสัมพันธ์ใกล้ชิดกัน และบุคคลดังกล่าวมีประวัติการเดินทาง หรือแวะผ่าน (Transit) ไปประเทศหรือเขตการปกครองอื่นที่เสี่ยงต่อการติดโรคโควิด 19 ตามประกาศมหาวิทยาลัย ตั้งแต่วันที่ 25 กุมภาพันธ์ 2563 ให้ถือปฏิบัติดังนี้
6.1 ให้แจ้งกองกลางสายงานฝ่ายกิจการนักศึกษาฯ ทางโทรศัพท์ 0 2407 3888 ต่อ 2568 หรือ 2152 หรืออีเมล bu1stop@bu.ac.th
6.2 ไม่ว่านักศึกษาจะมีหรือไม่มีอาการป่วยใด ๆ ก็ตาม ให้หยุดเรียนเพื่อเฝ้าสังเกตอาการเป็นเวลา 14 วันนับแต่วันที่บุคคลในครัวเรือนเดียวกันหรือมีปฏิสัมพันธ์ใกล้ชิดกันนั้นเดินทางกลับมาถึงประเทศไทย โดยไม่ถือเป็นการขาดเรียน หากมีอาการไข้ ไอ เจ็บคอ หอบเหนื่อย หรือมีอาการของโรคปอดอักเสบ ให้ไปพบแพทย์ในทันทีและให้ปฏิบัติตามคำแนะนำทางการแพทย์ และรายงานผลการตรวจดังกล่าวต่อกองกลางสายงานฝ่ายกิจการนักศึกษาฯ ในกรณีที่แพทย์วินิจฉัยว่า นักศึกษาติดโรคโควิด 19 นักศึกษามีหน้าที่ต้องแจ้งให้กองกลางสายงานฝ่ายกิจการนักศึกษาฯ ทราบในทันทีและรักษาตัวจนกว่าจะหายจากโรคโควิด 19 จึงจะสามารถกลับมาเรียนได้ตามปกติ
หลังจากพ้นระยะเวลาเฝ้าสังเกตอาการเป็นเวลา 14 วันดังกล่าวแล้ว ไม่พบอาการป่วยใด ๆ ให้นักศึกษากลับมาเรียนตามปกติและใส่หน้ากากอนามัยตลอดเวลาอีก 14 วัน
ข้อ 7 สำหรับนักศึกษาที่มีอาการไข้ ไอ เจ็บคอ หอบเหนื่อย หรือมีอาการของโรคปอดอักเสบ ให้ไปพบแพทย์ในทันที และให้ปฏิบัติตามคำแนะนำทางการแพทย์ รายงานผลการตรวจดังกล่าวต่อกองกลางสายงานฝ่ายกิจการนักศึกษาฯ ในกรณีที่แพทย์วินิจฉัยว่า นักศึกษาติดโรคโควิด 19 นักศึกษามีหน้าที่ต้องแจ้งให้กองกลางสายงานฝ่ายกิจการนักศึกษาฯ ทราบในทันทีและรักษาตัวจนกว่าจะหายจากโรควิด 19 จึงจะสามารถกลับมาเรียนได้ตามปกติ
ข้อ 8 สำหรับนักศึกษาที่หยุดเรียนเพื่อเฝ้าสังเกตอาการเป็นเวลา 14 วัน ตามข้อ 5 และข้อ 6 หรือ หยุดเรียนอันเนื่องจากแพทย์วินิจฉัยว่าติดโรคโควิด 19 ไม่ถือเป็นการขาดเรียน และมหาวิทยาลัยจะดูแลด้านการเรียนการสอนและการประเมินผลให้แก่นักศึกษา
ข้อ 9 สำหรับนักศึกษาที่มีความวิตกกังวลว่า อาจติดโรคโควิด 19 แต่ไม่เข้าข่ายตามข้อ 5 ข้อ 6 และข้อ 7 ให้ติดต่อกองกลางสายงานฝ่ายกิจการนักศึกษาฯ ทางโทรศัพท์ 0 2407 3888 ต่อ 2568 หรือ 2152 หรืออีเมล bu1stop@bu.ac.th
ข้อ 10 ให้นักศึกษางดหรือเลื่อนการจัดหรือการเข้าร่วมกิจกรรมที่เกี่ยวข้องกับมหาวิทยาลัยที่มีการรวมกลุ่มกันและทำให้เกิดความเสี่ยงในการติดโรคโควิด 19 ทั้งนี้ เป็นไปตามที่ผู้บังคับบัญชาระดับสายงานกำหนด
ข้อ 11 หากนักศึกษาฝ่าฝืนหรือไม่ปฏิบัติตามประกาศนี้ หรือแจ้งข้อมูลอันเป็นเท็จ หรือปกปิดข้อเท็จจริงที่ต้องแจ้งตามประกาศนี้ มหาวิทยาลัยจะดำเนินการทางวินัยนักศึกษา
ข้อ 12 ห้ามนักศึกษาเผยแพร่ข้อมูลปลอม หรือข้อมูลอันเป็นเท็จเกี่ยวกับการแพร่ระบาดของโรค
โควิด 19 ทั้งที่รู้หรือควรจะรู้ โดยประการที่น่าจะก่อให้เกิดความเสียหายแก่มหาวิทยาลัยหรือผู้อื่น หากฝ่าฝืน มหาวิทยาลัยจะดำเนินการทางวินัยนักศึกษา
ข้อ 13 ให้อธิการบดีมีอำนาจออกหลักเกณฑ์ คำสั่ง กฎ ระเบียบ แนวปฏิบัติที่เกี่ยวข้องตลอดจนให้มีอำนาจตีความ วินิจฉัยปัญหา หรือข้อขัดข้องในการปฏิบัติตามประกาศนี้ รวมถึงการยกเว้นการปฏิบัติตามประกาศนี้เป็นการชั่วคราว คำวินิจฉัยของอธิการบดีถือเป็นที่สิ้นสุด
จึงประกาศมาเพื่อทราบโดยทั่วกัน

Protective Measures against the Spread of the Coronavirus Disease 2019 (COVID-19) for Bangkok University Students
With reference to previous Announcements No. 1, 2, 3 and 4 and in light of the ongoing spread of the Coronavirus Disease 2019 or COVID-19 infection which has been escalating and the number of infected people have been increasing in many countries, territories and special administrative regions, the University hereby wishes to issue additional protective measures against the spread of such infection to ensure the health of all students, personnel, employees and sub-contractors and to facilitate the management of the University.
The University hereby invokes the authority under Article 43 (1) (10) (11) (13) of the Private Institution of Higher Education Act B.E. 2546, with reference to the Announcement by the Ministry of Higher Education, Science, Research and Innovation on the Precautionary Measures on the Spread of the Coronavirus Disease 2019 (COVID-19), (No. 2), issued on February 25, 2020 and the Rules and Regulations on Student Conduct of Bangkok University B.E. 2562 and declares the following.
1. The University hereby revokes Bangkok University’s Announcements No. 1-4, except for Item 2 and 4 of the Announcement No. 4 on Precautionary Measures Regarding the Spread of the Coronavirus Disease 2019 or COVID-19.
2. This announcement is effective as of the date of issuance.
3. This announcement shall supersede any previous announcements, rules and regulations, and practices with inconsistent or conflicting information. However, any actions taken before this announcement is issued shall not be affected.
4. All students should avoid going abroad or travelling to or transiting at any countries, territories or special administrative regions listed as at high risk of the spread of COVID-19 infection, with reference to the Announcement of the University.
5. Any students who travelled to or transited at any of the countries, territories or special administrative regions listed as at high risk of the spread of COVID-19 infection and returned to Thailand as from February 25, 2020 must follow the following instructions.
5.1 Notify the Office of Student Affairs by phone at Tel. 02-407-3888 Ext. 2730 or email bu1stop@bu.ac.th , with your proofs of travel, for example, a copy of passport, air-ticket/boarding pass.
5.2 After returning to Thailand, with or without any suspected symptoms of COVID-19, the students are required to take a mandatory leave of absence of 14 day as from the date of arrival to Thailand. Such absence is not considered as a Class Absence. If the students experience high fever, sore throat, coughing or shortness or breath and difficulty breathing or any symptoms of respiratory diseases, they must seek medical advice and treatment immediately. They are also required to notify the Student Affairs Office of the medical result. If found to have been infected with COVID-19, the students shall return to the University and resume their studies only after receiving a full treatment for COVID-19.
After the 14- day period of self-isolation ends, without any suspected symptoms, the personnel, employees or sub-contractors shall return to work and resume their duties but they are required to wear a face mask for the next 14 days.
6. Any students with family members or close contacts who returned to Thailand, with history of their travel to or transit at any of the countries, territories or special administrative regions listed as at high risk of COVID-19 infection, as from February 25, 2020, must follow the instructions as detailed below.
6.1. Notify the Student Affairs Office by phone at Tel. 02-407-3800 Ext. 2730 or email bu1stop@bu.ac.th.
6.2. The students, with or without any suspected symptoms of COVID-19, are required to take a mandatory leave of absence of 14 day as from the date their family members or close contacts retuned to Thailand. Such absence is not considered as a Class Absence. If the students experience high fever, sore throat, coughing or shortness of breath and difficulty breathing or any symptoms of respiratory diseases, they must seek medical advice and treatment immediately. They are also required to notify the Student Affairs Office of the medical result. If confirmed by medical experts that the students have been infected with COVID-19, they are required to notify the Student Affairs Office immediately. After receiving a full treatment for COVID-19 and recovering fully, they shall return to the University and resume their studies.
After the 14- day period of self-isolation ends, without any suspected symptoms, the students are allowed to the University and resume their studies but they are required to wear a face mask for the next 14 days.
7. If the students have high fever, sore throat, difficulty breathing or shortness of breath or any symptoms of respiratory disease or suspected of COVID-19 infection, they must seek medical advice and treatment and notify the Student Affairs Office of the medical result immediately. If confirmed by medical experts that the students have been infected with COVID-19, the students are required to notify the Student Affairs Office and undergo a full treatment for COVID-19 infection. After recovering fully, they shall return to the University and resume their studies.
8. For any students taking a mandatory leave of absence for a 14-day self-isolation, as detailed in Item 5 and Item 6 or for a medical treatment for COVID-19 infection, such leave of absence is not considered as a Class Absence. The University shall provide assistance to the students in regard to teaching and learning, including appropriate evaluation and assessment.
9. Any students who are concerned or worried if they may have been infected with COVID-19 but their current condition is not as detailed in Item 5, Item 6 or Item 7 may contact the Student Affairs Office by phone at Tel. 02-407-3800 Ext. 2730 or email bu1stop@bu.ac.th .
10. All students must defer or cancel any university-related activities which involve large-crowd gatherings, in order to prevent and limit the spread of COVID-19, in accordance with the recommendations by the executives/administrators of related department/office.
11. Any students found unable to cooperate as detailed in this announcement or found to engage in false information dissemination or conceal truth related to COVID-19, they will receive disciplinary actions consequences.
12. Students shall not engage in any dissemination of false information or rumors associated with the spread and infection of COVID-19, knowingly or unknowingly, to damage a reputation of the University or any other individuals. If found of such action and misconduct, the students will receive disciplinary actions and consequences.
13. The President of the University is duly authorized to issue rules and regulations, practices and recommendation, resolution, interpretation and temporary exemption pertaining to this announcement. Decisions made by the President shall be deemed final.

针对曼谷大学在校生关于预防2019新型冠状病毒(COVID-19)传播的保护措施
参考先前发布的第1-4号公告,并鉴于在许多国家、地区和特别行政区感染新型冠状病毒(COVID-19)的人数正在持续增加这一情况,曼谷大学谨在此采取进一步的保护措施来防止新型冠状病毒的传播,以期确保所有在校人员的健康安全以及方便学校的管理。
曼谷大学在此援引颁布于2003年的《私立高等教育机构法案》第43条下的第(1)、(10)、(11)、(13)条例,同时参考高等教育、科学、研究和创新部在2020年2月25日发布的关于2020年新型冠状病毒(COVID-19)预防措施的公告(第2版)以及曼谷大学在2019年发布的学生行为守则,作出以下声明:
1.曼谷大学特在此撤销之前发布的第1—4号文件,但在第4号文件中有关预防新型冠状病毒(COVID-19)传播的第2条和第4条除外。
2.本公告自发布之日起立即生效。
3.本公告将取代之前的任何公告、规则和要求,其或许与之前发布的公告相矛盾或信息不一致,但是在本公告发布之前所采取的任何措施均不受影响。
4.所有学生应参考曼谷大学的公告,避免前去(包括旅行、转机)被列为新型冠状病毒(COVID-19)高风险感染的国家、地区以及特别行政区。
5.从2020年2月25日起,在被列为极有可能感染新型冠状病毒(COVID-19)的任何国家、地区或特别行政区旅行、过境并返回泰国的学生,必须遵循以下指示:
5.1.可以通过拨打电话02-407-3888转2730通知学生事务办公室,或者发送电子邮件至bu1stop@bu.ac.th,并附上相关的旅行证明,如护照复印件、机票或登机牌等。
5.2.上述学生在返回泰国后,无论是否出现新型冠状病毒(COVID-19)的疑似症状,都必须自抵达泰国之日起自我隔离14天,这种情况将不被计入学业的出勤考核。如果学生出现发烧、嗓子疼、咳嗽、气短、呼吸困难或有呼吸道疾病的任何症状,请立即就医。就医之后请务必将医疗结果告知学生事务办公室。如果发现感染了新型冠状病毒(COVID-19),学生则应在治愈之后方能返回大学继续学习。
如果14天的自我隔离结束后,没有发现新型冠状病毒(COVID-19)的疑似症状,学校的教职工应返回学校继续工作,但在接下来的14天必须戴口罩。
6. 从2020年2月25日起,任何学生的家人或者与其密切接触者,有在被列为新型冠状病毒(COVID-19)高风险感染的国家、地区以及特别行政区旅行或者过境经历然后返回泰国的,必须遵循以下详细说明:
6.1通过拨打电话02-407-3888转2730通知学生事务办公室,或者发送电子邮件至bu1stop@bu.ac.th。
6.2无论学生是否有新型冠状病毒(COVID-19)的疑似症状,都必须从其家庭成员或密切接触者回到泰国之日起自我隔离14天,这种情况将不被计入学业的出勤考核。如果学生出现发烧、嗓子疼、咳嗽、呼吸急促困难或有任何呼吸系统疾病的症状,请务必立即就医,就医之后请务必将医疗结果告知学生事务办公室。如果医生确诊该学生已感染新型冠状病毒(COVID-19),请务必立即通知学生事务办公室。在接受了新型冠状病毒(COVID-19)的全面治疗并完全康复之后,方才能返回学校继续学习。
在14天的自我隔离期结束之后没有任何可疑症状的学生可以回到大学继续学习,但接下来的14天必须戴口罩。
7.如果学生发烧、嗓子疼、呼吸困难急促、出现任何呼吸道疾病或有新型冠状病毒(COVID-19)的疑似症状,则必须就医,并立即将就医结果告知学生事务办公室。如果医生确认该学生已感染新型冠状病毒(COVID-19),请该学生务必通知学生事务办公并接受新型冠状病毒(COVID-19)的全面治疗。待完全康复之后,该学生应返回曼谷大学继续学习。
8.对于任何因本公告第5条和第6条而进行自我隔离14天的学生,或因感染新型冠状病毒(COVID-19)需要接受治疗的学生,所缺的课程将不被计入学业出勤考核。同时曼谷大学应该给学生提供教学方面的帮助。
9.任何担心自己可能感染新型冠状病毒(COVID-19),但目前的状况又不处于本公告中第5、6、7条的学生,可以通过拨打电话02-407-3888转2730或发邮件至bu1stop@bu.ac.th联系学生事务办公室。
10.为了防止和遏制新型冠状病毒(COVID-19)的传播,曼谷大学的所有学生都必须根据相关部门、办公室主管以及行政人员的建议,推迟或取消大学中任何大规模的聚集活动。
11.如果发现学生不按照本公告的规定操作,或者提供虚假信息刻意隐瞒与新型冠状病毒(COVID-19)有关的实情,则该生将受到纪律的处分。
12.学生不得有心或无意地传播与新型冠状病毒(COVID-19)有关的虚假信息或谣言,以防损害曼谷大学或者其他同学的声誉。如果发现有学生有此类不当行为,该生将受到严肃的纪律处分。
13.曼谷大学校长有权发布与本公告有关的规章、惯例和建议,并对本公告有解释和临时免除的权力,同时校长做出的决定为最终的决议。
