แถลงการณ์อธิการบดีมหาวิทยาลัยกรุงเทพ 
เรื่อง มาตรการช่วยเหลือนักศึกษาและผู้ปกครอง 
ภายใต้สถานการณ์การแพร่ระบาดของเชื้อไวรัสโคโรนา (โควิด 19)
 

           สถานการณ์การแพร่ระบาดของเชื้อไวรัสโคโรนา (โควิด 19) ก่อให้เกิดผลกระทบเป็นวงกว้าง ส่งผลให้มหาวิทยาลัยกรุงเทพต้องปรับการเรียนการสอนผ่านช่องทางออนไลน์ โดยคำนึงถึงความปลอดภัย และลดความเสี่ยงในการเดินทางของนักศึกษาและบุคลากร อีกทั้ง เพื่อป้องกันการแพร่ระบาดของโรค และเพื่อให้เป็นไปตามประกาศสถานการณ์ฉุกเฉินตามพระราชกำหนดการบริหารราชการในสถานการณ์ฉุกเฉิน พ.ศ. 2548
          โดยที่ผ่านมาทางมหาวิทยาลัยได้ทุ่มเทงบประมาณทั้งในด้านสุขอนามัยโดยการทำความสะอาดฆ่าเชื้อครบวงจร (Deep Cleaning) ทั้งภายในและภายนอกอาคาร และในด้านการพัฒนาการเรียนการสอนออนไลน์ให้คงคุณภาพของผลลัพธ์การเรียนรู้ รวมถึงการรับฟังปัญหาและผลกระทบที่เกิดขึ้นกับนักศึกษาและผู้ปกครอง โดยมิได้นิ่งนอนใจและพิจารณาแนวทางการแก้ไขปัญหามาโดยตลอด  

         ดังนั้น เพื่อบรรเทาผลกระทบที่เกิดกับนักศึกษาและผู้ปกครองจากสถานการณ์ดังกล่าว มหาวิทยาลัยกรุงเทพ จึงเห็นสมควรที่จะดำเนินมาตรการช่วยเหลือนักศึกษาและผู้ปกครองที่ได้รับความเดือดร้อนอย่างหนักดังต่อไปนี้
1. มหาวิทยาลัยจัดทำโครงการทุนช่วยเหลือการศึกษาสำหรับนักศึกษา และผู้ปกครองที่ได้รับผลกระทบทางเศรษฐกิจ (สำหรับนักศึกษารุ่นเข้าปีการศึกษา 2562 หรือก่อนหน้า) และผ่านการพิจารณาตามเงื่อนไขที่มหาวิทยาลัยกำหนด ด้วยการจัดสรรทุนช่วยเหลือการศึกษาใน 2 ลักษณะขึ้นอยู่กับระดับความเดือดร้อน โดยนำไปหักจากค่าใช้จ่ายในการลงทะเบียนของแต่ละภาคการศึกษา ดังนี้
       ก. ทุนค่าธรรมเนียมการศึกษา
        1. ทุนค่าธรรมเนียมการศึกษา เต็มจำนวน ของภาคฤดูร้อน ปีการศึกษา 2562
        2. ทุนค่าธรรมเนียมการศึกษา 10% ของภาคการศึกษาที่ 1 ปีการศึกษา 2563
        3. ทุนค่าธรรมเนียมการศึกษา 10% ของภาคการศึกษาที่ 2 ปีการศึกษา 2563
    หรือ
ข. ทุนช่วยเหลือการศึกษา ภาคฤดูร้อน ปีการศึกษา 2562 และ/หรือภาคการศึกษาที่ 1  ปีการศึกษา 2563
        1. ทุนช่วยเหลือการศึกษา 10,000 บาท 
        2. ทุนช่วยเหลือการศึกษา 25,000 บาท
    โดยนักศึกษาสามารถยื่นคำร้องและหลักฐานเพื่อขอรับทุนค่าธรรมเนียมการศึกษาหรือทุนช่วยเหลือการศึกษาทางเว็บไซต์ bulinks.bu.ac.th/studentaid4covid19 ภายในวันที่มหาวิทยาลัยกำหนด
2. เพื่อช่วยเหลือนักศึกษาและผู้ปกครองที่ได้รับผลกระทบทางเศรษฐกิจและไม่ประสงค์จะขอรับทุนตามข้อ 1 มหาวิทยาลัยเปิดโอกาสให้นักศึกษาและผู้ปกครองสามารถยื่นคำร้องและหลักฐานขอผ่อนชำระค่าเล่าเรียนในภาคฤดูร้อน ปีการศึกษา 2562 และภาคการศึกษาที่ 1 ปีการศึกษา 2563 ทางเว็บไซต์ bulinks.bu.ac.th/studentaid4covid19 ตามเงื่อนไขและวันที่มหาวิทยาลัยกำหนด โดยปลอดดอกเบี้ยและค่าธรรมเนียมการผ่อนชำระ
3. เพื่อเป็นการส่งเสริมศักยภาพของนักศึกษาในด้านต่าง ๆ มหาวิทยาลัยยังคงมอบทุนการศึกษาทุกประเภทแก่นักศึกษาที่ได้รับทุน
4. มหาวิทยาลัยได้ลดค่าเช่าหอพักไดมอนด์เรสซิเดนซ์ สำหรับเดือนมีนาคม พ.ศ. 2563 เป็นจำนวน 50% และยกเว้นการคิดค่าเช่าตั้งแต่ 1 เมษายน พ.ศ. 2563 ไปจนถึงหนึ่งวันก่อนวันที่มหาวิทยาลัยประกาศให้นักศึกษากลับเข้าพักได้
5. เพื่อเป็นการรักษามาตรฐานและคุณภาพของการเรียนการสอน รวมทั้งเสริมสร้างทักษะเกี่ยวกับอาชีพในอนาคต สำหรับรายวิชาที่มีการเก็บค่าห้องปฏิบัติการ การจัดกิจกรรมเสริมหลักสูตร มหาวิทยาลัยจะจัดให้มีการชดเชยการใช้ห้องปฏิบัติการ การให้ยืมอุปกรณ์และสถานที่ การจัดกิจกรรมเสริมหลักสูตรให้แก่นักศึกษาเมื่อทุกอย่างกลับสู่สภาวะปกติ สำหรับนักศึกษาที่จะสำเร็จการศึกษาในภาคการศึกษาที่ 2 ปีการศึกษา 2562 และไม่มีโอกาสได้รับการชดเชยดังกล่าว ให้ติดต่อผ่านอีเมล scovid19@bu.ac.th
6. มหาวิทยาลัยได้จัดทำกรมธรรม์ประกันภัยโควิด 19 ระยะเวลา 1 ปี ให้แก่นักศึกษาระดับปริญญาตรีและบัณฑิตศึกษาทุกคน โดยเริ่มการคุ้มครองตั้งแต่วันที่ 16 เมษายน พ.ศ. 2563
7. มหาวิทยาลัยยกเว้นค่าปรับตั้งแต่วันที่ 14 มีนาคม พ.ศ. 2563 สำหรับการดำเนินการใด ๆ ก็ตาม อันเกี่ยวเนื่องกับการศึกษาในทุกกรณี และจะจัดส่งเอกสารต่าง ๆ ให้นักศึกษาโดยไม่มีค่าใช้จ่ายตั้งแต่ภาคฤดูร้อน ปีการศึกษา 2562 จนกว่าจะมีประกาศเปลี่ยนแปลง
8. มหาวิทยาลัยได้พัฒนาระบบสารสนเทศและจัดหาโปรแกรมที่เหมาะสม และมีประสิทธิภาพ เช่น  OCW, BUCV, Zoom, Microsoft Teams, WebEx, Google Meet, Google Classroom เป็นต้น พร้อมทั้งให้คำปรึกษาและอบรมการใช้เครื่องมือการเรียนการสอนออนไลน์แก่นักศึกษา และบุคลากร เพื่อให้การเรียนการสอนผ่านช่องทางดังกล่าวเป็นไปอย่างราบรื่น
9. มหาวิทยาลัยช่วยเหลือให้นักศึกษาที่ได้รับผลกระทบจากสถานการณ์การแพร่ระบาดของไวรัสโคโรนา (โควิด 19) มีรายได้ เช่น การจ้างงานนักศึกษา และการจัดหางาน เป็นต้น
10. มหาวิทยาลัยส่งเสริมและสนับสนุนให้มีช่องทางในการสร้างเครือข่ายหารายได้จากธุรกิจออนไลน์ร่วมกับศิษย์เก่า ศิษย์ปัจจุบัน และพันธมิตรทางการศึกษา

          มหาวิทยาลัยตระหนักดีว่า มีหน้าที่ในการส่งเสริมสนับสนุนให้เกิดการเรียนการสอนที่มีคุณภาพและดูแล ให้คําปรึกษาและบ่มเพาะนักศึกษาให้เติบโตเป็นบุคลากรที่มีคุณภาพของสังคม มหาวิทยาลัยยินดีรับฟังข้อเสนอแนะ จากทุกช่องทางที่แสดงออกอย่างสุภาพ ปราศจากอคติและการชี้นําให้เกิดความเข้าใจผิด หรือแตกแยก ทั้งต่อ มหาวิทยาลัย บุคลากร และนักศึกษาของมหาวิทยาลัย

Message from President of Bangkok University
Assistance Measures for Students and Parents
under the Situation of the Spread of the Coronavirus Disease 2019 (COVID-19) Infection

          In light of the public health concerns associated with the ongoing spread of the Coronavirus Disease 2019 (COVID-19) Infection, the University has since switched to teaching and learning via online platforms in order to ensure the continuity of education and to mitigate the risk of exposure to the disease from travelling for all of the students and personnel, with deep concern over their health and safety and, also, to prevent the spread of the disease, and in compliance with the Emergency Decree on Public Administration in Emergency Situations, B.E. 2548 (2005). 
          Thus far, the University has allocated the budget for deep cleaning and disinfecting all of the exterior and interior of the buildings, providing health insurance coverage for COVID-19 for all students, and developing modes of online teaching and learning to provide the continuity of education and maintain the quality of learning outcome, while, at the same time, listening to issues and concerns raised from the students and parents and finding  solutions to accommodate and resolve those concerns and issues.

          In order to relieve financial impact and strain as a result of the COVID-19 situation for the affected students and parents, the University deems it appropriate to put in place the assistance measures as follows.

1.  The University has set up the Education Relief Programs to assist students  and parents who are economically affected by the situation of the COVID-19 (for the students admitted in the Academic Year 2019 or prior) and, qualified, depending on the degree of their financial hardship, under the terms and conditions of the University, by deducting the fees from a registration expense of each semester.  The 2 (two) categories of the Education Relief Programs are as follows.  
A. The Fees Relief Funds
1. The Fees Relief Fund for the Summer Session of the Academic Year 2019
2. The 10% Fees Relief Fund for the 1st Semester of the Academic Year 2020
3. The 10% Fees Relief Fund for the 2nd Semester of the Academic Year 2020
           Or
B. The Financial Aids for the Summer Session of the Academic Year 2019
              and/or for the 1st Semester of the Academic Year 2020
1.  The Financial Aid of 10,000 Baht
2.  The Financial Aid of 25,000 Baht
          The affected students may submit a request and related documents to be considered for the Fees Relief Fund or the Financial Aid at our website, bulinks.bu.ac.th/studentaid4covid19, within a period specified by the University.
2.  Students and parents affected financially as a result of the COVID-19 but do not wish to apply for the financial assistance as detailed in Item 1 may submit a request and related documents for an Installment Payment Plan for the Summer Session of the Academic Year 2019 and for the 1st Semester of the Academic Year 2020, interest-free and without any charge of installment fees, at our website, bulinks.bu.ac.th/studentaid4covid19, under the terms and conditions and within a submission deadline as specified by the University. 
3.  In order to support our students to reach their full potential, the University continues to provide scholarships of all categories to the scholarship recipients. 
4.  The University offers a 50% reduction of the rental fee of the month of March 2020 for the students residing at the Diamond Residence, and waives the rental fees from April 1, 2020 until one day prior to the date the students are allowed to return to their rental unit, to be announced by the University.
5.  To provide and maintain the standards and continuity of teaching and learning and encourage skill enhancement for future careers and endeavors, for courses with laboratory-fee and extracurricular activities-fee, the University offers supplemental arrangements and services for the students to use the laboratories, borrow any required equipment, use any designated areas and partake in extracurricular activities when the COVID-19 pandemic ends and the situations return to normal. For students who are graduating in the 2nd Semester of the Academic Year 2019 and unable to use the aforementioned supplemental arrangements and services, please contact us via email at scovid19@bu.ac.th .
6.  The University provides a 1-year insurance coverage for COVID-19 for all students at the 
undergraduate and graduate degree levels, effective from April 16, 2020.
7.  The University, as from March 14, 2020, waives all fines related to students’ request for all academic matters and  provides a postage delivery of academic documents, free of charge, as from the Summer Session of the Academic Year 2019 until further notice.
8.  The University has acquired and offered online learning platforms and channels such as OCW, BUCV, Zoom, Microsoft Teams, WebEx, Google Meet, Google Classroom, including providing consultation and training of the online tools to all students and personnel as required, to ensure the continuity of teaching and learning.
9.  The University provides assistance to students who are affected by the situation of the  spread of the COVID-19 by offering job placements and on-campus hiring.
10.  The University provides support for and makes available online platforms where current students, alumni and educational network and alliances may use to promote their products and services online. 

          The University is committed to providing quality education, offering guidance and nurturing our students so they become high caliber individuals who, in turn, contribute to our society. The University welcomes any suggestions and comments from all if expressed in unbiased and non-prejudicial manners or without any ulterior motives leading to misunderstanding or conflicts among and against our personnel and students.

曼谷大学校长致辞
在2019冠状病毒(COVID-19)传播情况下
为学生和家长给予的援助措施

           鉴于2019冠状病毒(COVID-19)感染的持续蔓延,大学便开始通过在线 平台进行教学,以确保教育的连续性,降低所有学生和教职工因出行而遭受感 染疾病的风险,并且这一做法也符合政府宣布的在紧急情况下执行公共紧急管 禁令。
          目前大学已分配预算,用于在建筑物内外进行深层清洁和消毒,为所有 学生提供预防冠状病毒(COVID-19)的健康保险,并提供在线教学模式,以保 持教育的连续性并且保证教学质量。与此同时,大学也收到学生和家长提出的 一些问题和疑虑,并一直提供解决这些问题的办法。

          为了减轻学生和家长由于受冠状病毒(COVID-19)影响而带来的经济压力 冲击,大学将采取以下援助和支持措施。
1.  大学为于2019学年或之前入学的学生以及受经济困难问题影响的家长设 立了教育援助基金。申请者须按照大学规定的要求,且按照申请者家境困难程 度通过审核后分配给予两种不同类别的奖助金,该奖助金可立即从不同学期注 册费用中扣减其费用,请见如下参考:
    A. 辅助学杂费的奖助金 
        1. 2019年夏季学期全额学杂费的奖助金 
        2. 2020年第一学期10%学杂费的奖助金 
        3. 2020年第二学期10%学杂费的奖助金
    或者
    B. 2019学年第二学期(夏季)及/或2020学年第一学期的辅助奖助金
        1. 10,000泰铢的奖助金 
        2. 25,000泰铢的奖助金
    学生可以在规定时间内通过校园网站: bulinks.bu.ac.th/studentaid4covid19 进行申请并提交相关文件及证明。
2.  为了援助受经济困难影响但不打算申请上述的奖助金的学生和家长, 大学还为学生和家长在2019学年第二学期(夏季)及2020学年第一学期期间提 供分期付款的方式。该方法免收利息和分期付款手续等费用。学生可以在学校 规定的期间内通过bulinks.bu.ac.th/studentaid4covid19网站上进行申请并提交相 关文件与证据。
3.  为了提高学生在各领域的潜力,大学依然为奖学金生提供各类型的奖学金。
4.  2020年3月大学降低了Diamond Residence公寓50%的租金,并且大学宣布: 从2020年4月1日至大学通知学生返回宿舍之日前一天免收宿舍的租金。
5.  为了保证教学标准并保持教学连续性和教学质量,包括未来就业的职 业技能发展课程,已收取实验室课程的费用和课外活动费用,大学将安排学生 在冠状病毒(COVID-19)传播情况好转直至正常之后补偿提供这一系列的课 程及活动。对于将在2019学年第二学期毕业但无机会补偿使用设施或参加课 外活动的学生,请通过电子邮件scovid19@bu.ac.t与大学联系。
6.  大学为所有本科生和研究生提供了冠状病毒(COVID-19) 保险。从2020 年4月16日开始,有效期为1年。
7.  2020年3月14日起,大学将免收所有学术方面上的任何手续费或罚款等费用, 并且从夏季直至大学另行通知将免费提供学生学校相关文件的邮寄费用。
8.  大学已经开发并提供网络学习系统和平台。例如:OCW、BUCV、Zoom、 Microsoft Teams、WebEx、Google Meet、Google Classroom等,以及为学生和 教职员工提供有关使用在线教学工具的咨询和培训,以通过以下渠道顺利进行 教学。 
9.  大学将依据规定对受病毒流行影响的学生提供校内外的工作安排。
10.  大学提倡并支持建立网络交易平台的方式,让在读学生、校友以及教 育伙伴通过在线方式进行推广和服务。
