เรื่องมาตรการและการเฝ้าระวังการระบาดของโรคไวรัสโควิด-19 (COVID-19)
(ฉบับที่ 4)
มหาวิทยาลัยกรุงเทพ มีความห่วงใยสุขภาพของนักศึกษาและบุคลากรทุกท่านในสถานการณ์ การระบาดของโรคไวรัสโควิด-19 (COVID-19) เพื่อเป็นการป้องกันการแพร่ระบาดภายใต้ประกาศกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม จึงเห็นควรดำเนินการตามมาตรการ (เพิ่มเติม) ดังนี้
1. ให้นักศึกษาและบุคลากรยกเลิกหรือเลื่อนการจัดโครงการหรือการปฏิบัติภารกิจของมหาวิทยาลัยที่ได้รับอนุมัติก่อนวันที่มีประกาศฉบับนี้ ซึ่งมีการเดินทางไปยังหรือแวะผ่าน (Transit) ประเทศหรือเขตการปกครองที่มีความเสี่ยงต่อการติดเชื้อโรคไวรัสโควิด-19 ตามรายชื่อต่อไปนี้
1.1 เกาหลีใต้
1.2 จีน
1.3 ญี่ปุ่น
1.4 ไต้หวัน
1.5 มาเก๊า
1.6 มาเลเซีย
1.7 เวียดนาม
1.8 สิงคโปร์
1.9 อิตาลี
1.10 อิหร่าน
1.11 ฮ่องกง
1.12 ประเทศหรือเขตการปกครองที่องค์การอนามัยโลกหรือกระทรวงสาธารณสุขแห่งประเทศไทยประกาศเพิ่มเติม
ในกรณีที่มีค่าใช้จ่ายจากการยกเลิกหรือเลื่อนการเดินทาง ขอให้แจ้งคณบดีหรือผู้บังคับบัญชา
2. ห้ามบุคลากรเดินทางไปยังหรือแวะผ่าน (Transit) ประเทศหรือเขตการปกครองที่มีความเสี่ยงต่อการติดเชื้อโรคไวรัสโควิด-19 ตามรายชื่อในข้อ 1 จนกว่าจะมีการเปลี่ยนแปลงประกาศ
3. ขอความร่วมมือนักศึกษาทุกคนที่มีแผนการเดินทางไปยังหรือแวะผ่าน (Transit) ประเทศหรือเขต การปกครองที่มีความเสี่ยงต่อการติดเชื้อโรคไวรัสโควิด-19 ตามรายชื่อในข้อ 1 ยกเลิกหรือเลื่อนการเดินทางไปจนกว่าสถานการณ์การระบาดของโรคไวรัสโควิด-19 จะคลี่คลายหรือจนกว่าจะมีการเปลี่ยนแปลงประกาศ
4. หากนักศึกษาจำเป็นต้องเดินทางไปยังหรือแวะผ่าน (Transit) ประเทศหรือเขตการปกครองที่มีความเสี่ยงต่อการติดเชื้อโรคไวรัสโควิด-19 ตามรายชื่อในข้อ 1 โดยไม่อาจหลีกเลี่ยงได้ ขอความร่วมมือให้ปฏิบัติดังนี้
4.1 ให้แจ้งกำหนดการเดินทางต่อคณบดี
4.2 ให้ระมัดระวังและป้องกันตัวเองอย่างเคร่งครัดตลอดการเดินทาง เช่น สวมใส่หน้ากากอนามัย ล้างมือด้วยแอลกอฮอล์เจลอย่างสม่ำเสมอ และหลีกเลี่ยงสถานที่ที่มีคนพลุกพล่าน ฯลฯ
4.3 หลังจากเดินทางกลับมาถึงประเทศไทย ไม่ว่านักศึกษาจะมีหรือไม่มีอาการป่วยใดๆ ก็ตาม ให้หยุดเรียนเพื่อสังเกตอาการเป็นเวลาอย่างต่ำ 14 วัน โดยไม่ถือเป็นการขาดเรียน ทั้งนี้เพื่อให้เป็นไปตามมาตรการป้องกันการระบาดของโรคจากกระทรวงสาธารณสุข (สธ.)
4.4 หลังจากหยุดเรียนเพื่อสังเกตอาการเป็นเวลาอย่างต่ำ 14 วันแล้ว ขอให้ไปตรวจคัดกรองโรคไวรัสโควิด-19 ณ สถานพยาบาลที่มีการคัดกรองตามมาตรฐานของกระทรวงสาธารณสุขแห่งประเทศไทย พร้อมทั้งนำหลักฐานการตรวจหรือใบรับรองแพทย์มารายงานต่อคณบดีเพื่อยืนยันความพร้อมในการเรียน
4.5 ในกรณีที่นักศึกษาถูกประเมินให้กักตัวเพื่อสังเกตอาการโดยหน่วยราชการของประเทศไทยหรือประเทศที่เดินทางไป ให้แจ้งคณบดีทันที
4.6 ในกรณีที่แพทย์พิจารณาให้พักรักษาตัวหรือสังเกตอาการเกิน 14 วัน ขอให้รายงานต่อคณบดี หากผู้ใดไม่รายงานต่อคณบดี จะถือเป็นการขาดเรียน
4.7 หากพบว่านักศึกษาผู้ใดไม่ปฏิบัติตามคำสั่งข้อใดข้อหนึ่ง มหาวิทยาลัยขอสงวนสิทธิ์ในการส่งนักศึกษาผู้นั้นไปตรวจคัดกรองโรคตามมาตรการของกระทรวงสาธารณสุขแห่งประเทศไทย
5. ให้ทุกหน่วยงานงดหรือเลื่อนการเชิญบุคคลจากต่างประเทศมาปฏิบัติการเรียนการสอน การประชุม หรือการสัมมนา ตลอดจนกิจกรรมใดๆ ก็ตามที่เกี่ยวข้องกับมหาวิทยาลัย ไปจนกว่าจะมีการเปลี่ยนแปลงประกาศ ในกรณีที่มีค่าใช้จ่ายใดๆ อันเนื่องจากการยกเลิกหรือเลื่อนการจัดกิจกรรมดังกล่าวที่ได้รับการอนุมัติก่อนวันที่มีการประกาศฉบับนี้ ขอให้แจ้งผู้บังคับบัญชา
6. ให้ผู้บังคับบัญชาพิจารณางดหรือเลื่อนการจัดกิจกรรมให้แก่บุคคลภายนอกที่มีการรวมกลุ่มกันเป็นจำนวนมาก
มาตรการนอกเหนือจากนี้ ให้ยึดตามประกาศฉบับก่อนหน้า หรือจนกว่าจะมีการเปลี่ยนแปลง ในกรณีที่มาตรการข้อใดของประกาศฉบับก่อนหน้าขัดแย้งกับประกาศฉบับนี้ ขอให้ยึดประกาศฉบับนี้ ทั้งนี้ขอให้บุคลากรทุกคนของมหาวิทยาลัยเตรียมความพร้อมสำหรับสถานการณ์ฉุกเฉิน และขอให้นักศึกษาและบุคลากรติดตามข่าวสารการระบาดของโรคได้จากเว็บไซต์ของกรมควบคุมโรค https://ddc.moph.go.th/
จึงประกาศมาเพื่อทราบและถือปฏิบัติโดยทั่วกัน

Additional Measures
Regarding the Spread of the Coronavirus Disease (COVID-19)
With reference to the ongoing outbreak of the Coronavirus Disease (COVID-19) and to follow the instructions and recommendations of the Ministry of Higher Education, Science, Research and Innovation, Bangkok University is extremely concerned for overall health and safety of all students and personnel and wishes to issue additional measures to prevent the spread of the coronavirus disease as follows.
- All students and personnel are requested to defer or cancel any programs or activities approved by the University prior to the issuance date of this announcement which involves travelling to or transiting at any of the following countries or special administrative regions considered as areas at high risks for COVID-19 infection.
1.1 Korea
1.2 China
1.3 Japan
1.4 Taiwan
1.5 Macau
1.6 Malaysia
1.7 Vietnam
1.8 Singapore
1.9 Italy
1.10 Iran
1.11 Hong Kong
1.12 Any other affected countries or special administrative regions as listed by the World Health Organization (WHO) or the Ministry of Public Health
Any expenses incurred from such cancellation or postponement shall be reported to Dean/Supervisor.
- All personnel are requested not to travel to or transit at any of the affected countries or special administrative regions as listed in Item 1, until further notice.
- Students with travel or transit plans to any of the affected countries and special administrative regions as listed in Item 1 are requested to cancel or defer your travel until the situation improves or until further notice.
- Students with unavoidable plans to travel to or transit at any of the affected countries or special administrative regions as listed in Item 1 are requested to follow the instructions and advice as detailed below.
4.1 Notify Dean of their travel plans and itinerary.
4.2 While travelling, the students should keep themselves well-protected to minimize exposure by wearing a face mask, cleaning hands frequently with alcohol-based gel or sanitizer and avoiding crowded areas, for example.
4.3 After returning to Thailand, the students are required to self-isolate at their residence for a minimum of 14 days whether or not they experience any symptoms of COVID-19 for health observation, in accordance with the standards for disease prevention and control as recommended by the Ministry of Public Health of Thailand. Such leave of absence shall not be considered as being absent from class.
4.4 After the 14-day self-quarantine period ends, the students are then required to undergo further COVID-19 screening at a healthcare facility or hospital in accordance with the disease prevention and monitoring measures recommended by the Ministry of Public Health and to present a screening result and a doctor’s confirmation to Dean before resuming their studies.
4.5 Students who are recommended to be quarantined for further observation either by COVID-19 medical experts in Thailand or in the country of their travel destination are advised to notify their Dean immediately.
4.6 In case the students require further health observation or medical treatment related to COVID-19 longer than 14 days, they must notify their Dean accordingly. Failure to report to Dean shall be deemed as being absent from study.
4.7 For any student found unable to follow any of the instructions or advice as detailed above, the University makes it mandatory to send the said student for the COVID-19 screening and further health observation and surveillance in accordance with the standards for disease prevention and control recommended by the Ministry of Public Health of Thailand.
The University requests for cooperation from all units to defer or cancel all activities involving international delegates and scholars invited to partake in teaching, meetings, seminars or any university-related activities, until further notice. Any expenses incurred from such cancellation or postponement of the activities which were approved by the University prior to the issuance date of this announcement shall be reported to Dean/Supervisor accordingly.
It is at the discretion of the executives/administrators to postpone or cancel any activities involving large-crowd gathering/participation.
In addition, all students and personnel should continue to follow the instructions and measures previously announced until further notice. However, in case any conflict arises, this announcement shall have overriding effects over previous announcements. The University wishes to advise everyone to be well prepared for any emergency situation and follow-up on updated information and development of the coronavirus disease (COVID-19) outbreak from the website of the Department of Disease Control, https://ddc.moph.go.th/ .

曼谷大学关于预防新型冠状病毒(COVID-19)的补充措施公告

在新型冠状病毒(COVID-19)传播之际,曼谷大学考虑到所有学生和教职工的健康安全。根据高等教育、科学、研究与创新部的指示与建议,为预防该流行病,我校将采取以下附加措施来防止病毒的传播:
1. 请我校所有教职工和学生推迟或取消在本公告发布之前大学已批准的旅行计划或活动,其指的是前往以下感染新型冠状病毒(COVID-19)的高风险国家和特别行政区的旅行或过境,这些国家和地区包括:
1.1韩国
1.2中国
1.3日本
1.4台湾
1.5澳门
1.6马来西亚
1.7越南
1.8新加坡
1.9 意大利
1.10 伊朗
1.11香港
1.12世界卫生组织(WHO)或泰国卫生部列出其他受感染新型冠状病毒影响的国家或特别行政区的名单。
若由于活动被取消或推迟而支出的费用,请通知院长或部门主管。
2. 请所有人员不要进入或过境第1项所列出感染新型冠状病毒(COVID-19)的高风险国家或特别行政区,除非另行通知。
3. 任何学生拥有计划前往或过境第1项中感染新型冠状病毒(COVID-19)的高风险国家或特别行政区,请取消或推迟其计划,直至情况好转或另行通知。
4. 任何学生因不可抗拒的原因,需前往或过境本公告第1项中的国家和特别行政区,请遵循以下指示和建议。
4.1 需联系所在院系的院长或主管告知其计划和安排。
4.2 在旅行时,学生应严谨自己预防感染,例如戴口罩,经常用酒精类凝胶或消毒剂清洁双手并避免拥挤区域,以最大程度地减少暴露。
4.3 返回泰国后,根据泰国卫生部公布预防和控制感染传播的措施,若发现,有不适症状或被诊断为危险人群的学生,都必须在住所进行自我隔离至少14天,以进行健康观察,在此期间不视为旷课或休假。
4.4 在住所自我隔离至少14天及进行健康观察之后,要求学生根据泰国卫生部疾病预防和监测措施前往所指定的医疗机构或医院进一步COVID-19病毒的筛查,并向所在院系的院长提供证据或体检证书确认准备就绪。
4.5 若学生被泰国政府或旅行国隔离或诊断为危险人群,进行观察症状,请立即通知所在院系院长。
4.6 若医生要求学生自我隔离或进一步健康观察治疗超过14天,则必须相应地通知其院长,未向院长报告的情况应视为旷课。
4.7 若发现任何学生不遵循上述任何指示或建议,我校有权强制派遣该学生根据泰国卫生部疾病预防措施进行COVID-19 病毒筛,以及进一步的健康观察和监视。
5. 我校要求各院系和部门将避免或推迟邀请外籍人士参加学术实践,教务教学,会议或研讨以及与我校相关的任何活动,直至另通知。如果在本公告发布之前大学已批准的任何计划或活动,由于活动被取消或推迟而支出的费用,请立即告知所在部门主管。
6. 部门管理人员可以自行决定是否推迟或取消任何涉及大量人群聚集/参与的活动。
我校全体教职工和学生必须严格遵守本公告内容,直至另行通知。并且在疫情结束前请我校所有工作人员为紧急情况做好准备。请全体教职工和学生密切关注由疾病控制局发布冠状病毒疾病(COVID-19)爆发的最新信息,网站的新闻为https://ddc.moph.go.th/。
